The Challenges of Construction Permitting and GreenLite’s Innovative Solution

Navigating the construction permitting landscape can be a daunting task, often involving extensive applications that disrupt timelines for developers and businesses alike. With tens of thousands of jurisdictions, each having its own set of forms and processes for obtaining building permits, it’s no wonder that many find themselves overwhelmed.

Ben Allen has firsthand experience with the permitting challenges in the construction industry. As a leader in business expansion and strategy at Gopuff, Allen spearheaded the launch of Gopuff Kitchens, a venture focused on ghost kitchens, across numerous locations in the U.S.

The primary hurdle his team encountered was securing the essential building permits. “The permitting process is largely outdated and manual, creating significant delays,” Allen explained. “For instance, some local authorities only accept permit applications on certain days and during limited hours. Without implementing an effective solution, many cities risk getting trapped in an inefficient, costly cycle of outdated permit processing.”

After his tenure at Gopuff, Allen was motivated to tackle this issue head-on alongside James Gallagher, a former colleague. Two years ago, they co-founded GreenLite, a platform aimed at standardizing the permitting process for clients across various jurisdictions.

Through GreenLite, customers—including retailers, quick-service restaurants, and property developers—can conduct construction plan reviews almost entirely through digital means. Competitors such as PermitFlow, Accela, and Tyler Technologies also provide similar services, but Gallagher emphasizes that their approach is more focused on the submission aspect and lacks depth.

“GreenLite offers a digital plan review solution that not only expedites permit issuance but also enhances transparency,” Gallagher, the CEO of GreenLite, stated. He highlighted that GreenLite is authorized to review construction plans and conduct inspections in approximately 2,000 jurisdictions.

Certain municipalities, such as Miami, permit contractors to engage private entities like GreenLite for plan reviews and inspections. “What sets GreenLite apart is its comprehensive database that integrates construction drawings, zoning information, local building codes, and expert compliance guidance all in one place,” Gallagher added.

While Gallagher declined to share specific revenue figures, he noted that GreenLite boasts "dozens" of clients and is well-positioned for continued growth. “Our customers are in constant need of building permits,” he said, explaining that GreenLite can effectively meet these needs even as priorities shift due to various external factors. “Whether for new unit expansion or remodeling existing properties, our clients rely on us for timely permits.”

The company’s growth is further supported by incoming venture capital. Recently, GreenLite secured $28.5 million in a Series A funding round led by Craft Ventures, with additional investments from 53 Stations, Trust Ventures, and LiveOak Ventures. This brings GreenLite’s total funding to $36.5 million, positioning the company to enhance its market presence and attract new customers in sectors such as hospitality, industrial, and sustainable infrastructure.

Headquartered in New York, GreenLite currently employs 30 people, with plans to hire an additional 10 by the year's end.
