In a letter addressed to California Senator Scott Wiener, OpenAI emphasized that the bill's implementation could hinder innovation within the AI industry. Jason Del Rey, OpenAI's Chief Strategy Officer, reinforced that California’s leadership in the global AI landscape is vital for driving economic growth, cautioning that SB 1047 might threaten this momentum, slow technological advancements, and result in a talent drain.

The bill requires AI companies to ensure their systems have the capability to be shut down, take reasonable precautions against catastrophic outcomes, and submit compliance statements to the California Attorney General.
