Energy Department Launches Initiative to Enhance AI Research Capabilities

The Department of Energy (DOE) has launched an ambitious initiative known as FASST, which stands for Frontiers in Artificial Intelligence for Science, Security, and Technology. With a remarkable investment of $12 billion over five years, FASST aims to develop integrated scientific AI systems by establishing a network of AI research clusters that leverage the DOE's extensive computing infrastructure. This transformative project focuses on driving advancements in scientific discovery, energy solutions, and national security applications.

### Key Pillars of the FASST Initiative

FASST is structured around four primary pillars designed to address crucial areas of development:

1. **Data Management**: The initiative will work on creating advanced methods and platforms for the efficient and secure aggregation and distribution of AI training datasets.

2. **Computing Infrastructure and Platforms**: Development and deployment of state-of-the-art AI computing platforms, including testbeds and high-performance computing systems, will be prioritized.

3. **AI Models and Systems**: This pillar will focus on the creation, training, testing, and validation of foundation models specifically for scientific and national security purposes.

4. **Applications**: By utilizing AI foundation models and related technologies, FASST will aim to formulate solutions for pressing scientific, energy, and security challenges.

### Talent Development and Technological Edge

In addition to technical advancements, FASST includes a robust talent procurement strategy designed to attract leading AI experts to the United States. This approach is expected to significantly reduce time to discovery and bolster the nation’s competitive edge in technological innovation.

The initiative also emphasizes clean energy, particularly in enhancing grid resilience and optimizing energy usage. “AI is an innovative technology that can help unleash breakthroughs in energy technologies and enhance our national security,” remarked Jennifer M. Granholm, the Secretary of Energy. “FASST leverages DOE's position as a steward of advanced supercomputing and research infrastructure across our 17 national labs, ultimately enabling technological breakthroughs for decades to come.”

### Harnessing Supercomputing Power

The DOE houses some of the world’s most powerful AI supercomputers, including the Perlmutter unit at the U.S. National Energy Research Scientific Computing Center and Frontier, the leading supercomputer at the Oak Ridge Leadership Computing Facility. By effectively utilizing its existing expertise and infrastructure, the DOE intends to create a national AI capability that researchers can utilize to discover new innovations, such as advanced battery materials and potential breakthroughs in fusion energy.

These advanced capabilities will also facilitate insights into the properties of AI systems at scale, reinforcing key aspects such as safety, security, trustworthiness, and privacy.

### Proven Track Record of AI in Scientific Advancements

The DOE has a history of utilizing AI to achieve scientific milestones. Notable achievements include the discovery of a drug currently undergoing clinical trials for cancer treatment and the development of innovative battery materials in collaboration with Microsoft.

### Legislative Support and Funding

Under the provisions of the recently introduced AI Act, the DOE is set to receive $2.4 billion annually for five years to support the FASST initiative. This bipartisan bill promotes the effective use of existing DOE infrastructure to enhance national AI efforts and mandates annual updates to Congress regarding the FASST project’s progress and financial stewardship.

“AI has the potential to help the Department of Energy and our National Labs tackle major challenges in science and technology, as well as streamline permitting processes for large-scale energy and critical mineral projects, especially in Alaska,” said Senator Lisa Murkowski, who introduced the bill alongside Senator Joe Manchin.
