A bipartisan coalition of lawmakers is advocating for the U.S. government to allocate a minimum of $32 billion annually to foster non-defense AI innovations. This call to action originates from the Senate AI Working Group, which recently released a comprehensive policy roadmap aimed at advancing the nation's AI initiatives.
The 31-page document emphasizes the need for increased AI funding, urging the Senate Appropriations Committee to collaborate with other committees to identify and bridge existing funding gaps. The working group aspires to support cross-government AI research and development initiatives that address critical areas such as education, healthcare, and scientific advancement.
Additionally, the lawmakers are promoting an all-encompassing “AI-ready data” initiative, focusing on responsible AI practices and applied sciences, which includes biotechnology, robotics, and advanced computing. The recommendations stem from extensive discussions with prominent figures in the AI field, including leaders like Mark Zuckerberg, Elon Musk, and Bill Gates, who shared insights on potential regulation and governmental backing for AI.
"After engaging with advocates, critics, academics, labor groups, civil rights leaders, stakeholders, developers, and others, our working group has pinpointed key policy areas where there is bipartisan agreement," stated Senate Majority Leader Chuck Schumer. "AI holds unparalleled potential for our world, but it also brings a host of new policy challenges. To effectively harness AI's capabilities, we need a collaborative approach, and that’s the mission our bipartisan group has embraced."
Among the other critical funding areas highlighted by the roadmap are enhancements for the National Institute of Standards and Technology (NIST) to bolster AI testing and evaluation efforts, financial support for AI readiness and cybersecurity initiatives for local election boards, and the establishment of AI “Grand Challenge” programs modeled after those created by the Defense Advanced Research Projects Agency (DARPA). Furthermore, there is a strong call for increased investment in the semiconductor sector, building upon the support provided through the CHIPS and Science Act. While substantial tax incentives have already been given to major players like Samsung, Micron, Intel, and Taiwan Semiconductor Manufacturing Company, the lawmakers are urging for more.
In addition to increasing funding, the bipartisan group aims to strengthen existing laws to address potential misuse of AI technology. A critical focus is safeguarding national security, particularly regarding emerging technologies, and identifying risks associated with AI that may lead to threats in chemical, biological, or nuclear domains.
Misinformation, particularly concerning deepfakes in electoral contexts and non-consensual intimate images, is another area of concern the lawmakers wish to tackle. The AI Working Group encourages AI developers and content providers to implement robust measures ahead of the upcoming elections to mitigate the circulation of misleading AI-generated content while still upholding First Amendment rights.
Moreover, the group is advocating for stronger federal data privacy laws designed to protect individuals’ personal information. The proposed legislation seeks to address issues surrounding data minimization, security, consumer data rights, consent, and data brokers. Participants in the discussion forums expressed that a national standard for data privacy protections would offer "legal certainty for AI developers and safeguard consumer interests."
"This roadmap outlines the future of AI, setting the stage for utilizing its power to enhance the prosperity of the American populace while also addressing potential long-term risks," remarked Senator Mike Rounds. "I am eager to see how my colleagues leverage their policy expertise in their respective committees to tackle these challenges through a thorough legislative process. We have a genuine opportunity to shape the trajectory of AI, and we must embrace this responsibility wholeheartedly."
