Federal agencies are now mandated to uphold new standards that prioritize the protection of citizen rights and safety in the realm of artificial intelligence. This initiative, announced by Vice President Kamala Harris, emphasizes the promotion of safe, secure, and responsible AI usage across governmental platforms. These standards represent a significant advancement in the government's comprehensive policy aimed at mitigating potential risks posed by AI while simultaneously harnessing its transformative benefits.
This initiative builds on Harris’ presentation at the AI Safety Summit in London, where she outlined a vision for the future of AI that prioritizes public interest. It serves as a critical aspect of President Biden’s landmark Executive Order on Artificial Intelligence, which seeks to establish a robust framework for AI governance.
The first of the three newly established standards emphasizes the importance of safeguarding citizen rights and safety. Under this new requirement, government agencies are obligated to verify that any AI tools they implement do not compromise the rights or safety of individuals. As Harris explained during a recent press briefing, “For instance, if the Veterans Administration intends to use AI in VA hospitals to assist doctors in diagnosing patients, they must first demonstrate that the AI does not result in racially biased outcomes.”
The second requirement centers on the principle of transparency, ensuring that citizens have the right to be informed about how and when AI is employed by the government. This entails a commitment to using AI in a responsible manner and placing accountability at the forefront of AI initiatives. Harris stated, “We want to do this in a way that holds leaders accountable for responsible AI use. Transparency, we believe, should facilitate accountability.”
In line with this transparency mandate, government agencies will be required to provide annual public disclosures outlining the AI systems in operation, along with assessments of the potential risks associated with these technologies and the strategies implemented to manage such risks.
The third standard calls for the appointment of a Chief AI Officer within federal agencies, responsible for overseeing all AI technologies adopted by their respective organizations. Harris noted, “This role is essential to ensure that AI is utilized responsibly, and that we have senior leaders across our government who are specifically tasked with the oversight of AI adoption and implementation.”
Harris expressed both her and President Biden's aspiration that these pioneering policies will inspire similar initiatives at a global level. The Executive Order on Safe, Secure, and Trustworthy Artificial Intelligence, issued by President Biden last October, formalizes these new benchmarks for AI safety and security, setting the stage for a more accountable and ethically aligned use of AI technologies.
As the government moves forward with these standards, the emphasis remains firmly on fostering an environment where AI can thrive while ensuring the rights and safety of all citizens are upheld.
