California Explores Generative AI Solutions to Address Traffic and Health Care Issues

California is taking significant strides to address critical state challenges such as highway congestion and health care efficiency through innovative partnerships with leading technology vendors. Recently, five new collaborations were announced, allowing companies to trial their generative AI solutions for just $1 over a six-month period. This initiative aims to explore how generative AI can provide effective solutions while bolstering the state workforce.

Using sandbox testing environments on cloud platforms like AWS, Google Cloud, and Microsoft Azure, these tech firms will harness publicly available data to develop their projects. This approach ensures a realistic representation of state operations, while also providing officials the opportunity to assess each technology’s viability before any broader implementation.

Amy Tong, Secretary of the California Government Operations Agency, emphasized the importance of this testing phase: “We are now at a point where we can begin understanding if GenAI can provide us with viable solutions while supporting the state workforce. Our job is to learn by testing, and we’ll do this with a human in the loop at every step to build confidence in this new technology.”

The projects under this initiative encompass a diverse range of applications. For instance, the California Department of Transportation (Caltrans) is actively seeking ways to mitigate traffic congestion. Deloitte Consulting and Accenture have been engaged to investigate the issue, focusing on developing a system that enhances the analysis and management of traffic patterns through advanced data processing.

Toks Omishakin, California’s Transportation Secretary, stated, “With an average of 12 Californians dying on our roadways every day, we need to use every tool available to end the roadway crisis and reach our goal of zero traffic fatalities and serious injuries by 2050.”

In another initiative, Ignyte Group and SymSoft Solutions are tasked with creating generative AI-driven tools to make information about business tax requirements more accessible to Californians. Nick Maduros, director of the California Department of Tax and Fee Administration, noted, “Generative AI has the potential to enhance services for taxpayers and complement the efforts of our customer service agents. We are continuously seeking innovative ways to improve service for our taxpayers.”

Local health care agencies are also leveraging generative AI to improve the efficiency of health care facility inspections. Accenture and Ignyte have been commissioned to develop a tool that accelerates the summarization of inspection documents, potentially transforming oversight processes within the California Department of Public Health (CDPH). Dr. Tomás Aragón, the CDPH director and state public health officer, highlighted this initiative's significance: “CDPH is committed to finding new and innovative ways to ensure Californians have access to safe, high-quality care. Generative AI helps propel us forward in these efforts by streamlining our oversight processes, making them more efficient and consistent for our highly qualified surveyors and more beneficial for health facilities and the communities they serve.”

These groundbreaking partnerships come in response to Governor Gavin Newsom’s executive order issued in September 2023, which established guidelines for the responsible use of generative AI within state government. As part of this regulatory framework, state agencies must conduct thorough audits and risk assessments before implementing any new AI technologies, ensuring that the adoption of these powerful tools is both strategic and considerate of potential impacts.

By tapping into the capabilities of generative AI, California is not just embracing technological advancement; the state is actively working toward meaningful improvements in public safety and health service deliverability, ultimately enhancing the quality of life for its residents.
