The Federal Risk and Authorization Management Program (FedRAMP) has launched a groundbreaking framework aimed at streamlining the authorization process for emerging technologies within government operations, specifically focusing on generative AI. This initiative aligns with President Biden’s AI Executive Order and is designed to expedite federal agencies' access to essential cloud service offerings.
Initially, the framework spotlights three key applications of generative AI: chat interfaces, code generation tools, and image generation solutions. Additionally, it encompasses general-purpose API offerings relevant to each of these capabilities. By prioritizing three cloud services from each application category, FedRAMP intends to expedite these solutions through the authorization review process, positioning them ahead of others in the queue. Notably, once the target number of authorized offerings for a specific capability is reached, no further offerings in that category will receive the same prioritization.
For cloud service providers seeking to benefit from this expedited process, submitting an ET CSO Request Form alongside an ET Demand Form is essential. These documents must clearly articulate how their offerings meet the outlined prioritization criteria while demonstrating substantial agency demand. Furthermore, providers are required to share their model cards, which offer comprehensive insights into the underlying AI models, detailing their functionality, training data, and any biases or limitations inherent in the offerings.
Transparency is a key element of this initiative. While some technology solution providers may prefer to keep their model cards confidential, FedRAMP emphasizes that access to this information is crucial for agencies to effectively leverage these technologies in alignment with their operational needs. As stated in the framework, "The model cards are intended to provide transparency regarding what use cases the model is good for, what training data was used, how current that data is, and any limitations, biases, or risks associated with the offering."
While the program seeks to hasten the deployment of cutting-edge technologies for governmental applications, it is vital to note that agencies retain responsibility for assessing the appropriateness and functionality of these solutions for their unique requirements. The FedRAMP authorization process is specifically concerned with the security aspects of these technologies, separate from their quality or applicability for various use cases.
Submissions for generative AI prioritization will be accepted by FedRAMP only twice per fiscal year. The program is committed to ongoing evaluation and refinement of this process, with plans to add additional emerging technologies to a dedicated list at least annually, contingent upon the FedRAMP Board’s approval.
"This framework will enable routine and consistent prioritization of the most critical cloud-relevant emerging technologies needed for use by federal agencies," FedRAMP declared. "This prioritization will streamline how we manage our own workload and review processes while keeping agency-specific priorities intact."
Numerous government agencies are exploring or have already implemented generative AI solutions to enhance their operational efficiency. For instance, the Air Force has developed its own chatbot similar to ChatGPT to foster innovation among staff, while Homeland Security agencies are experimenting with generative AI for training related to officer immigration duties and addressing fentanyl-related crime investigations.
Additionally, recent legislative proposals have emerged, aiming to establish safeguards for federal agencies before they acquire and implement AI systems. A key legislative component is the requirement for agencies to appoint a chief AI officer to oversee risk evaluations, ensuring responsible integration of AI technologies.
This new FedRAMP framework signifies a pivotal step in making advanced cloud-based solutions more accessible to federal entities, ultimately enhancing operational efficiency and effectiveness through the strategic use of generative AI.
